UBUSHUSHU BENDALO

Heat from Nature


Ubushushu Bendalo - heat from nature - is a registered Trust which brings together key civil society organizations involved in the implementation of renewable energy and energy efficiency measures, in particular, at this stage, solar water heaters.

The immediate goal of Ubushushu Bendalo is the achievement of the targets set by the City of Cape Town for a more sustainable energy economy for the city.

1.The Context

The lengthy ?‘State of Energy?’ assessment process and the development of a Draft Energy Strategy for the City of Cape Town were highlighted at the City Energy Strategies Conference held in November 2003 .

These were given a sense of focus by the declaration of two targets for Renewable Energy for the City. These were announced in June 2004 at the Renewables2004 Conference in Bonn . These are:

?• 10% of the houses in the City to be equipped with a solar water
heater (SWH) by 2010

?• 10% of the energy for the City to be sourced from new
renewable energy sources by 2020

These targets will go some way to meeting the national target of 10 000 GWh of renewable energy in South Africa by 2014 as set out in the White Paper on Renewable Energy .

In a country where we need to ensure energy security for all, the installation of SWHs on all households in the City of Cape Town would lead to a 40% reduction of peak residential electricity demand, as well as meeting other socio-economic needs such as improvement in health due to access to hot water. Local construction and installation would secure approximately 13 000 sustainable jobs.

2. The Opportunity

Interestingly, a number of significant SWH projects have either already been implemented or are about to be implemented in the City. These are likely to be facilitated on the basis of Climate Protection mechanisms.

Existing initiatives include:

?• The unknown, but significant number, of homes from Mandalay to Constantia which already have SWH systems installed

?• The more than 300 large SWH systems which were installed for communal showers in Lwandle by the former Helderberg Sub-structure

New initiatives include:

?• The City?’s energy efficiency for low-income homes project in Kuyasa

?• The City?’s ICLEI-funded SWH initiative for 25 SWH systems for NGO?’s and B&B?’s
?• The Johannesburg Climate Legacy SWH project at Oude Molen
?• The Driftsands housing initiative
?• The N2 upgrade project
?• An InWent-funded survey of the existing SWH systems in Cape Town

The City has an opportunity to tap into the DME?’s national SWH programme which is funded by the UNDP / GEF which seeks to deliver 9000 SWH systems in South African households .

In addition, there are projects in Stellenbosch and elsewhere in the Western Cape Province which are under development.

3. The strategy

The Ubushushu Bendalo strategy is to aggregate the expertise, knowledge and capacity in the City and to provide a channel for resources to enable effective and efficient implementation of renewable energy and energy efficiency technologies. By providing an umbrella for this range of renewable energy projects Ubushushu Bendalo will assist the City, and national government, in delivering against the stated targets.

4. Who is Ubushushu Bendalo?

Ubushushu Bendalo was founded in August 2004 as a joint initiative by the following organizations:

?• AGAMA Energy
?• Environmental Justice Networking Forum
?• SouthSouthNorth
?• Sustainable Energy Africa
?• City of Cape Town

5. Programme of Action

The next steps are the establishment of the operational infrastructure of Ubushushu Bendalo and the implementation of the first four projects in support of the City, namely:

?• The assessment of the social and technical status of the Lwandle SHW systems for the City?’s Directorate of Housing
?• The InWent-funded survey of existing domestic SWH systems
?• The ICLEI funded implementation of 25 SWH systems
?• The Kuyasa project for the City?’s Directorate of Housing
